Elissa Biegen

VP, HR Consulting

Elissa Biegen serves as VP, HR Consulting for OperationsInc, co-leading the growing HR Consulting division and Training & Development team. Elissa has over 30 years of diverse Human Resources experience and is a subject matter expert in the areas of HR compliance and best practices, HR infrastructure, and policy and procedure development.

Prior to taking on her current role, Elissa served as Director, HR Consulting at OperationsInc, providing strategic HR support and acting as a team mentor and escalation point.

Elissa began her career for the department store company Bonwit Teller, developing centralized disciplinary procedures for 16 stores and one corporate office as an Executive Recruiter & Employee Relations Representative. She then moved to the consumer goods company Brooks Fashion Stores Inc., where she spent four years counseling, advising, and directing management and staff on employee relations for 550 store chains as a Manager of Employee Relations and Staffing.

Elissa then joined the financial services firm National Securities Clearing Corporation, where she spent six years managing employee relations and recruitment as a Director of Human Resources. She then moved to RK Financial Resources, a recruiting firm, where she was a Group Insurance Administrator.

Thereafter, Elissa served as the Vice President & Director of Human Resources at a reinsurance company, Alea North America Company, where she partnered with business units to develop staffs for the 170-person operation in three locations before joining Alcone Marketing Group as the Vice President of Human Resources, where she spent four years building a Human Resources Department supporting 200 employees in four locations. Elissa also served as the Vice President of Human Resources at a privately-owned assisted living company, Maplewood Senior Living.

Elissa earned a B.B.A. in Personnel Management from George Washington University. She resides in Wilton, CT, with her husband, two children, and Samoyed named Scout.
